A Theocracy.
The High Priest of Hovath is the supreme theological and governmental authority in the country, and he rules strictly.
Dogmatic - those accused of perjury, murder, sorcery, and wizardry are executed.
Thaums comprise the majority - but those who don't observe proper rites are deemed heretics.
The knights of Hovath are treated as his inquisitors, and executioners.
prefer the bow, spear, knife, and shortsword.
Thaumaturges are numerous among the population, outnumbered only by Fighters, and there are many Thieves -- even though theft is a capital crime. The few Wizards and Sorcerers in Hovath are still alive only because they are well hidden; death is the automatic sentence if one is captured.
Hovath is rich in natural resources, and minerals.
Wealth is deemed sinful, so wealth is centralized in the city - not apparent anywhere else.
High Priests control the schools, and hospitals (uses them to sever the noses of sinful wine drinkers, etc.) and is protected by a powerful cadre of assassins.
assassin-cultists prefer garrot.
