Take the scroll to Knight Captain Trueblade in Keshma Town and show it to him.

He will after a few moments he will throw a seal (ring) at you and ask you to travel to Knight Kramer.
Knight-Captain Trueblade: Well I guess this confirms it. I long suspected that Knight Bastion had fallen while completing my tasks. After the second night with word from Bastion, Knight Kramer was going to go himself but his mental state isn't up to the task so I refused to let him go. In order to detect the evil this is possessing his wife we need to collect the essence of the four great Keshma dragons: Duke, Duchess, Patchamocha and Vosh. Goto Kramer, collect the glass ball I gave him to store the essence and gather a party to slay these four beast. Complete this task for me and I will reward you well. I will also grant you the title of Knight-Lieutenant and give you an upgraded Knights Seal as a token of good faith. Wear it with honor my friend, and bring me back the essence of these foul beast!

Kill four Keshma dragons: Duke, Duchess, Patchamocha and Vosh
Take ring and agate to Knight capt above trainer again. empower the ring. k, show orb was the command i think.
Take empowered ring the the GY outside of town NW.
Spawn a plague guy.
kill him for a vile.
return with vile to Knight capt and k, show proof. tada ring.
