He offers his services to adventures looking to create new items and upgrade their Blackburrow based items.
When you enter Blackburrow from the portal - go directly east, head down the steps to Mines -1 and jump into the air hexes until you reach the ground level with a bunch of crocodiles. Go south in the crocodile pit until you see a dark area, then go past the dark hex and you will find Destiny.
